azures04 c23b858f52 Update devDependencies and refresh lockfile

Bump devDependencies (@eslint/js to 10.0.1, eslint to 10.10.0, globals to 17.12.0) and regenerate package-lock.json. Lockfile version and top-level package version updated (0.0.5-alpha) to reflect many transitive dependency upgrades/additions across the ESLint toolchain and other packages. No application source changes.
